Please note: considering the huge and neverending development of the world of beer in many countries, my comments below may be quite out-of-date.
Russia had about 800 breweries at the beginning of the 20th century, but the beer industry has been brutaly hurt by the soviet revolution and by the 2 world wars.
The beer consumption per capita being just anectodic with 3 liters per capita, the russian market was never attractive for the world largest companies and only Carlsberg (owner of Baltika) and AB InBev Efes are operating there.
The country has currently about 1000 breweries, most of them being pretty small.
Russia was for a very long time pretty low on my countries ranking list and it is only very recently that this changed.
The fact that I have sampled only 8 breweries with 3 beers or more - and that dubious macro-breweries appear in my top - is showing my very poor coverage of this country. Here are some breweries rumored to be very good and unknown to me: Sergacore, Dieta, Outline, Coma and Double A.
